2022 PSA Contest

The Roadmap Annual PSA Contest is an opportunity for UH students and Seal of Biliteracy candidates to use their multilingual skills to create a 30-second video that highlights how people with multilingual skills make a difference in our communities

  • For example: 
    1. Your PSA might highlight an important person to you and or your community and share how they use their language skills to help others
    2. Your PSA may highlight scenarios and situations when knowing another language in addition to English is beneficial 
  • We welcome submissions in one of the languages most commonly spoken in our local communities specifically, Chinese (Cantonese or Mandarin), Chuukese, Hawaiian, Ilokano, Japanese, Korean, Marshallese, Russian, Samoan, Spanish, Tagalog, or Vietnamese and any language Seal of Biliteracy candidates or UH students are pursuing in their studies.

Why Participate:

The Roadmap encourages students to participate in the Annual PSA Contest as a way of supporting their community and using their multilingual skills in a fun and meaningful way. Additionally, the Roadmap will be selecting four winning videos (2 from UH students and 2 from Seal of Biliteracy candidates).

First and 2nd place winners for each group will receive $150 and $75 dollars, respectively. 

How are winners selected:

First place winners will be selected by community votes tallied by instagram likes.

Rules for voting: 

  • Voting will be open from March 30th 8:00AM  – April 1st 11:00AM
  • Users can vote by liking the video post @Roadmap.hawaii. Each video will be a separate post 
  • Votes only will be counted if a like is added to the original post. If videos are reposted, users must visit @Roadmap.hawaii to vote

Second place winners will be selected by the Hawaii Language Roadmap Team. A video cannot win both first and second place. 

When will winners be announced:

Winners will be announced on Friday, April 1 via social media and at the 5th annual Multilingual Career Development Day . 

Eligibility and Entry:

  1. The PSA contest is open for all:
    • Class of 2022 students who are candidates for the Hawai`i Seal of Biliteracy
    • Current part-time and full-time University of Hawai`i students (Mānoa, Hilo, West O`ahu, Maui, and community college campuses).
  2. The PSA can be created independently or in a group of up to five (5) students.
    If you are going to participate as a group, one representative should fill out the form. Please include the student name(s) and school name. 

Contest instructions:

  • Videos should be 30 seconds  
  • Videos and forms should be submitted by Sunday, March 27th 11:59PM
  • Videos must begin with a fade-in (black) and finish with a fade-out (black).
  • The PSA must have been written, produced, shot, and edited solely by the registered student(s) and may not have been submitted to any other competition 
  • No reuse of the same footage from other entries. Duplication of footage and/or script (even if the script is presented in a different language) in more than one submission may lead to disqualification.
  • All submissions are expected to follow copyright laws. 
    • Materials protected by copyright law include music, quotations, images, and video clips among other materials.
    • If you do include such materials in your PSA, your use must be consistent with fair use rules. (See Code of Best Practices for Fair Use in Online Video for more information about fair use.)
    • For any copyrighted materials in your PSA you must give credit to the owner (e.g., author, composer, creator, etc.) of the material in the credits at the end of your PSA. (Credits are not counted in the 30-second time limit for the PSA.)
    • Failure to follow copyright laws may result in disqualification of the video entry.
  • Only one (1) PSA submission is permitted per registered entry (i.e., one individual or one group cannot submit multiple PSAs).

Participate in the Contest:

  1. Upload the video HERE:
    • Save your file using one of the following formats: .MOV or .MP4
    • The maximum size of the video file should not exceed 500 MB.
    • Name your file using the following format:

         surname of video creator_language of the video_title of video

2. Complete the submission form HERE:

  • Fill out the top section of the form as instructed.
  • Include the name(s) and school/UH campus of the producer(s), the language of the PSA, and the title of the PSA at the top of the document.
  • Upload a PDF file containing the script and an English translation
    • Type the complete script for the PSA and an English translation of the script into one document and save it as a PDF file.  
    • The file containing the script and translation(s) must be less than 10 MB.  
    • Name your file using the following format: 

    surname of video creator_language of the video_title of video

  • For evidence of eligibility, upload a PDF file containing the following:
    • For Seal of Biliteracy candidates: A letter or e-mail from a teacher, administrator, or administrative staff member of your school acknowledging receipt of your application for the Hawai‘i State Seal of Biliteracy. (Students who are registered as participants for the Roadmap’s 2022 Multilingual Career Development Day are automatically eligible to submit an entry.)
    • For UH students: A pdf or screenshot of your STAR page showing that you are enrolled as a student at UH for the Spring 2022 semester. The name(s) on your application must match the name on the STAR page.
      • Failure to complete all sections of the submission form may result in your entry not being considered.

IMPORTANT:
By submitting your video to the Roadmap PSA Contest, you understand and agree that your submission becomes the property of the Hawai`i Language Roadmap, and you permit the Hawai`i Language Roadmap to distribute, transmit and/or publish the video and/or screenshots from it in any non-commercial and non-profit promotional activities, including but not limited to airing the video on public access channels and making the video available on the internet, without any further permission.
